Fútbol On State Street is an open-air street football competition with two simultaneous formats:
4v4 Winner Stays On
1v1 Panna Winner Stays On
Each age division competes during a one-hour window.
Players may enter one or both formats, subject to availability.
The highest-scoring 4v4 team and Panna player are crowned champions at the end of each hour.
-
4v4 Winner Stays On
Six teams per age division
Four or five registered players per team
Four players on the court at a time
Unlimited substitutions
Players may register as a complete team or individually.
Individual registrants may be assigned to incomplete teams or combined into free-agent teams. Assigned players remain with the same team for the full hour, and all points earned belong to that team. Placement is subject to availability.
1v1 Panna Winner Stays On
Eight players per age division
Two players compete at a time.
Players rotate through a single competition queue.
4v4 players may also register for Panna.
-
Players must check in for both formats before the competition begins.
A player may not compete on both courts simultaneously.
Players must notify the queue manager before changing courts.
Matches will not be delayed for players competing on the other court.
An unavailable competitor may be moved to the back of the queue.
A 4v4 team must have four eligible players ready when called.
Officials may restrict crossover participation for safety or scheduling reasons.
Points and winning streaks are tracked separately on each court.
-
Matches last four minutes, followed by a one-minute transition.
A new match begins every five minutes.
Otherwise, the score after four minutes determines the result.
Win: 3 points
Draw: 1 point
Loss: 0 points
All accumulated points remain on the leaderboard throughout the hour.
Coin flips affect court rotation only and do not award points.
-
The winner stays on the court, subject to the three-win limit.
The loser returns to the back of the queue.
The next competitor enters to challenge the defending side.
All rotations must be completed during the one-minute transition.
After three consecutive victories, the winner earns the points for the third win and must rotate to the back of the queue.
All accumulated points are retained when a competitor rotates off.
The consecutive-win count resets after leaving the court.
-
Draw Involving a Defending Side
Both sides receive one point.
Both sides leave the court and return to the queue.
The next two competitors enter the court.
Draw Between Two New Competitors
Both sides receive one point.
A coin flip determines which side stays on.
The side that scored the equalizing goal calls the flip.
After a 0–0 draw, the referee selects which side calls.
The other side returns to the back of the queue.
A coin-flip result awards no additional points and does not count as a victory or toward the three-win limit.
-
All out-of-bounds restarts are kick-ins; there are no throw-ins.
The ball must be stationary and placed near where it left the court.
Opponents must remain at least three yards away.
The ball is in play once it is kicked and clearly moves.
A goal is awarded when the entire ball legally crosses the goal line.
The match ends immediately when a side scores its third goal.
4v4 teams may make unlimited substitutions through the designated substitution area.
The departing player must leave before the replacement enters.
A team may never have more than four players on the court.
A player competing in Panna cannot substitute into a 4v4 match until the Panna match is complete.
The referee may order an improper restart or substitution to be retaken and may issue warnings for repeated violations.
-
Players must compete safely and respectfully. Prohibited conduct includes:
Dangerous or reckless challenges
Excessive physical contact
Pushing, holding, tripping or striking
Deliberate handball
Fighting or attempted fighting
Abusive, threatening or discriminatory language
Delaying play or ignoring official instructions
Entering a court without authorization
Unsporting behavior
Officials may issue a warning, award possession to the opponent, remove a player from a match or disqualify a participant. Serious misconduct may result in immediate removal from the event.
Referees control the matches, enforce the rules and resolve on-court disputes. Queue managers maintain the competition order, record points and track winning streaks. All match decisions made by the referee are final.
-
00:00: Both courts begin.
00:00–00:54: Winner Stays On competition
00:54–01:00: Final standings, awards and court reset
Up to 11 matches are scheduled per court.
Each age division accommodates six 4v4 teams and eight Panna players.
The 4v4 competition provides 24–30 roster positions.
Maximum capacity is up to 38 unique participants per hour, though the actual number may be lower when players enter both formats.
-
The 4v4 team and Panna player with the most leaderboard points after the final scheduled match are crowned champions.
If competitors finish tied, organizers will use the championship tiebreaker announced before play begins.
Champions receive limited-edition Fútbol On State Street keychains.
The keychains unlock offers at participating Downtown Santa Barbara businesses.
A participant may win both the 4v4 team championship and the individual Panna championship.
-
Water and a recovery area will be available near the courts.
Players should arrive early enough to check in and warm up.
Five-player 4v4 rosters are encouraged, especially when players enter both formats.
Players are responsible for monitoring their queues and managing their recovery.
Officials may restrict participation if fatigue creates a safety concern.
Injured players, or anyone unable to continue safely, must notify an official immediately.
